As an independent, non-profit policy research and advocacy institution, the Participatory Action Research and Policy Advocacy Center Africa (PARPACA) delivers rigorous, participatory, and policy-relevant services designed to strengthen governance systems, inform evidence-based decision-making, and advance inclusive and sustainable development across Africa.
PARPACA conducts participatory and interdisciplinary research that blends community knowledge with rigorous methods, delivering impact evaluations and policy-focused studies aligned with development priorities.
PARPACA delivers evidence-based policy analysis, governance assessments, and strategic advisory services, producing concise briefs and technical reports to support governments, partners, and institutions in driving reform and transformation.
PARPACA turns research into actionable policy and convenes inclusive dialogues among policymakers, civil society, academia, private sector, and communities to promote transparent and accountable governance.
The Centre builds the capacity of public institutions, civil society, and communities through training, mentorship, and technical support, strengthening participatory governance, institutional performance, and effective policy implementation.
PARPACA builds strategic partnerships among universities, NGOs, private sector actors, and development partners, supporting multi-country and multi-stakeholder initiatives through effective coordination and governance structuring.
PARPACA identifies and mobilizes competitive funding opportunities, offering concept development, proposal writing, and grant management support to strengthen institutional sustainability and programme growth.
The PARPACA Innovation Ecosystems Hub applies a systems-based, multi-stakeholder approach to turn research into collaborative solutions, piloting and scaling innovations for sustainable impact in a community.
The Hub connects universities, startups, policymakers, private sector actors, development partners, and communities, fostering cross-sector collaboration, knowledge exchange, and resilient, inclusive innovation ecosystems.
PARPACA supports early-stage research and social innovation initiatives through technical guidance, mentorship, research integration, and partnership brokering. The incubation process enables the transformation of evidence-informed ideas into practical, community-solutions.
The Hub facilitates validation, institutionalisation, and scaling of proven solutions. By linking innovators with financing mechanisms, policy frameworks, and implementation partners, PARPACA supports the expansion of high-impact models across regions and sectors.
